Abstract :
The authors report on the development of three indicators pertaining to high technology standing, emphasis, and rate of change. These indicators combine statistical data and expert opinions covering 29 countries. They show the rapid emergence of international competition in an arena formerly dominated by the United States. In particular, they provide a means to track the newly industrialized countries, including Pacific Rim and Latin American nations
