Abstract :
Based on the radio frequency spectrum measurement in Beijing, this paper analyzed the traditional spectrum allotment and pointed out the low efficiency can be improved by adaptive spectrum access. Furthermore, a centre controlled strategy of cognitive radio has been provided insight into the benefits and possible implement to cognitive radio design and policy
