Abstract :
China is in the stage of rapid urbanization, and with rapid expansion of city size,mass production of building materials have led to rapid growth of carbon emissions. At the same time, being in the middle of the industrialization, the second industry with high carbon emissions account for a large proportion in the national economy. China´s national conditions determine that carbon emissions will still grow in the coming period. Policy should not only develop the low carbon economy, but also ensure stable and rapid development of the economic situation will not be affected. The countermeasures which can both reduce carbon emission and bring economic benefits are preferred. There is plenty of space to reduce greenhouse gas emissions by energy conservation in China. Waste increases carbon emissions actually. China needs to solve structural problem of low efficiency by optimized the industrial layout. Industrial structure upgrading is the only way to solve the low-carbon development in China.
