Abstract :
This paper introduces the concept of a total spectrum management system (TSMS) and then describes some tools which will enable the strategic planner and the user at the combat level to generate managed frequency plans, also known as the COMPLAN. Customised tools have been developed to analyse the propagation characteristics for sky-wave and ground-wave point-to-point circuits and networks with a small number of nodes. One of these tools is currently in-service with the UK MoD and is described. It can also be used in civil applications for communications coordination planning by simply exchanging the military user equipment database for a civil equipment database. Area coverage, interference and jamming assessment capabilities are under-development to provide a complete HF communications propagation prediction and assessment tool
