Abstract :
We know that acquisition programs suffer — and that Research, Development, Testing, and Evaluation costs soar — if engineering is not performed up front, but currently programs do not have the resources to perform this job adequately. This paper describes challenges preventing this upfront engineering, and suggests four areas of research on collaborative systems and technologies that are important to achieving a shift to more effective engineering of resilient systems.
