This paper answers questions frequently asked by acquisition program managers about the four stages of national certification with the NTIA, the three stages of international registration with the ITU, and spectrum management. It includes a description of the current process, regulation changes affecting military acquisitions, and further changes being discussed. Emphasis is on MILSATCOM. Commercial use by the military is discussed and a table of systems requirements and references is also included
