Abstract
Based on correlation between economic growth and regional human capital stock, reveals human capital restrictions to sustainable development of economy and society in Yulin energy chemical base of Northern Shaanxi. From total amount, structure and output of talent resources, and human capital formation ability, the reasons why human capital contribution is low in Yulin is elaborated, and countermeasures to avoid natural resources curse effect are put forward, that is, cultivating talents environment, integrating education resources, increasing financial education invest, putting up science and education platform.
