Abstract
The work programme of ETSI currently shows UMTS start of service around 2000 with all conformance specifications complete by late 1998. These short timescales require manufacturers, operators and regulators to be clear on the ways in which the system can be deployed as a commercially viable business. To understand the factors that will affect the commercial deployment of UMTS, it is of benefit to consider the background of technological and regulatory development against which standardisation is taking place
