  • Abstract
    On the coding platform of H.264, the bit rate of multimode motion compensated frame difference presents some new statistical character, which makes the conventional rate models inefficient. In this article we present a new rate control scheme for H.264 at macroblock layer based on a new model. The results of experiments show that the proposed rate control method is more efficient, especially for the low bit rate applications.
