Abstract
This paper describes the functions and organization of a permanent joint test facility: four nodal configuration capability, test control system capability, traffic simulation capability and support facilities. This facility was established to effectively test the tactical communications equipment developed under the auspices of the Joint Tactical Communications Office (JTCO). The paper also identifies the elements of a Joint Test Organization (JTO) established for managing the planning, conduct and reporting of Government test and evaluation of systems and equipment, and the responsiblity of these elements.
