Abstract :
This paper develops a multi-criteria evaluation approach based on the preference relation to help the National Communication Commission (NCC) in Taiwan award a WiMAX license under fuzzy environment, where the vagueness and subjectivity are handled with linguistic variables parameterized by triangular fuzzy numbers. This study applies the fuzzy multi-criteria decision making (MCDM) method to determine the importance weights of evaluation criteria and synthesize the ratings of possible alternatives. Aggregated the evaluatorspsila attitude toward possible alternatives; then the non-dominated degree is employed to obtain a crisp overall performance value for each contender to make a final decision. This approach is demonstrated with a real case study involving seven evaluation criteria, eight mobile companies assessed by four evaluators from academia and telecommunication arena.
