Abstract
This paper introduces the PART initiative on the basis of history of the Program Assessment Rating Tool, or PART, and evaluates its practices during the past few years since it was created. This paper also reviews brief history of Chinese local government performance management. Comparing to PART in the U.S., the local governments in China have not developed some effective tools to increase the capabilities to strengthen the management of public projects at various levels. By doing so, the authors hope that this paper will be beneficial to reevaluate the value of "interior evaluating model" and better understand the development trend of China\´s local government performance management based on learning from the PART.
