Abstract
Two-level decision-making systems,for example, of the type “local administration-industrial enterprise” are considered. The property of existence of an optimal (in some special senses) vector of all system´s controls is called the harmonizability of interests of the parties. A few possible statements of the harmonization problems are presented and some conditions of their solvability are given
