Abstract
This paper addresses a preventive flow control method suitable for video services within an ATM network. In the proposed method, each user runs a model that describes the variation of the aggregate traffic of all the sources that are connected to the network. Once the user finds the aggregate traffic reaches a certain level of the channel capacity, he adjusts the video codec´s quantization step size. The impact of self flow control on both coding and network performance is investigated. The network performance is optimised when action is taken at a certain level of channel capacity
