  • Abstract
    For a project with both space and ground elements, there is a handover between data providers and data users. 12Managing that handover effectively is key to making a project cost effective and technically successful. This paper is written from the perspective that a Central Data Repository (CDR) exists to collect, maintain, and deliver the myriad parameters used for mission planning. Once the CDR is in place, a Data Management Plan will be required to provide a mechanism for communicating project data expectations. The Data Management Plan will provide explicit details to each data provider as described by each data user.
