Abstract :
In this article, the comprehensive clustering method on how to evaluate the effect of energy-saving of provinces and cities was established, and the method was based on the grey clustering analysis. The article cleared various factors on the energy-saving effect of provinces and cities, while gave the advice for improving the energy-saving effect of provinces and cities of China.
