Abstract
The basal economic factors were important to urban disaster-carrying capacity in the economic sub-system. Based on the collaboration, the concept model was set up while the two "disaster-mitigation expenditure with economic output" relationship couples of expenditure of disaster-defense and gross domestic product (GDP), insurance density and available income per person were considered as the compound of basal economic factors in the urban disaster-carrying capacity. The grey systems academic model was used to do coordinative analysis about the situation lately decade in Dalian aiming at the defection of existent methods. The result was that the coordinative relationship of expenditure of disaster-defend and GDP and insurance density and available income per person were both not very well which due to the actuality that economic development was in high-speed and the urban area hasn\´t been damaged by disasters recently. It was suggested that the construction of disaster prevention and reduction and insurance should be expedited while urban economy should develop ceaselessly.
