Abstract :
Based on gray system theory, this paper proved that in the case of Jiangsu Province, three connotations of the size of cities are closed to each other tightly. Actually, taking the city population as representative of cities scales is feasible. Then, through the Urban Primacy Index principle theory and fractal, this paper analyzes the law of distribution of the cities scales in Jiangsu Province. Then the following conclusions are gained: (1) The Urban Primacy Index is not high and the scale economics and development speed of large cities is not evidently superior. (2) Distribution of Cities scales is scattered, and the entire city system of gathering strength is not strong. It is necessary to strengthen the building of major cities.
