Abstract :
In this paper, the winter of North China is divided into three periods: the beginning freezing, freezing and the melts to freeze. Based on the data of the ratio of the driveway time occupancy in the periods of non-ice snow and melting to freeze, the paper got the vehicle conversion factor of two periods by fuzzy clustering respectively. And make a compare of vehicle conversion of the non-ice snow and the urban road traffic plane specification, justification the rationality of the algorithm, more analysis the reason of the difference of vehicle conversion factor in the two periods. The conclusion is that the vehicle has different types in the two periods and vehicle conversion factor also has the very big discrepancy.
