The comprehensive index system for expressway project was set up in order to study the investment expense of expressway project under the influence of multi-factors from economic, technical and policy aspects. Grey relational analysis method was utilized to quantitatively analyze the factors that affect highway construction expense, which could determine the key factors of controlling different terrain highway construction expense. The paper took the built expressway´s final expense of S province for examples and applied the proposed method to determine the correlation coefficient of the individual project on S1, S2 and S3 regions of S province. Example results show that the evaluation index system and evaluation method could determine reasonably new projects investment expense and ultimately achieve the purpose of effectively control it.
