Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Mean logistic delay time is important index of materiel system support system capability. Based on analyzing materiel system with particular mission, transformation from mission requirement to operational availability and the simulation model is constructed, which the index of mean time between failure and mean time to repair of materiel system is given. The transformation model from the materiel system with particular mission to MLDT is constructed. Finally, the practicability of the transformation model is illustrated by an example of three materiel system with particular mission.
