Abstract
This study is concerned with the selection of waveform structure and message redundancy for reliable reception in a noisy channel and for not interfering with a secondary use of the signal such as establishing frequency and phase synchrony. We propose and analyze the bit reversal (BR) encoding scheme of inserting redundancy to minimize the spectral energy near zero frequency. The primary mathematical tool for this analysis is Markov chains with finite number of states and constant transition probabilities
