            Abstract : 
This paper proposes a new approach for estimating distortion due to channel bit error over video transmission. Based on this method, we establish the channel rate-distortion model for bit error. Different from the channel distortion estimate for packets loss proposed, our model is compatible with no packet-switched network, such as UMTS CS domain and bit level error resilience tools like RVLC is also supported. Furthermore, our model plays a foundational role in a RD-based framework for optimal designing of channel code and radio power allocation schemes. Simulation results demonstrate that our model can accurately describe the relationship among video channel-distortion, coding rate and BER.
