Abstract :
E-government plays a major role in enhancing efficiency and effectiveness of service delivery in the local government, the closest point of service for the citizens and enterprises. They also help foster transparency of civil affairs, resulting to the enhanced trust to the government and the increased participation of the citizens in governance. This paper uses a case study to illustrate how an electronic government project, the OPEN System, is constructive from overall social welfare viewpoint to achieve transparency and efficiency in civil administration by preventing unnecessary delays and unfair handling of civil affairs on the part of people´s representatives and civil employees.
