Abstract
A case of reviewed in which voluntary standards not only were useful to manufacturers but in fact, by recognizing the need and planning a voluntary immunity-improvement-reduction implementation schedule, avoided the necessity for the US Federal Communications Commission to regulate TV/VCR immunity technical standards. The importance of the voluntary standards activity is discussed. Much of this discussion is based on the work of the ANSI-Accredited Standards Committee C63 ad hoc Committee on Public Law 97-259
