Abstract
This report begins by describing the historical background and prescent tasks in the study of ocean space utilization in Japan. Then, based on the fact that an analysis, taking into account socioeconomic effects, is important for creating realistic and optimum ocean utilization projects, an offshore-artifical island construction project is presented. In this study, an inter-industrial analysis is used to, in turn, analyze the socioeconomic effects of offshore island construction.
