Abstract
Many local governments have been utilizing the Base Map (BM) in order to support decision making for urban planning and management of facilities with a geographic information system (GIS). BM does not indicate the latest urban condition because local governments only make a survey once in several years. It is therefore difficult for local governments to understand accurate urban conditions. The purpose of this study is the application of High Resolution Satellite Images (HRSI) and REAL TIME GIS to digital maps for local governments. REAL TIME GIS is the system for real-time mapping and updating at the field site using Real-Time Kinematic Global Positioning System (RTK-GPS), GIS and cellular phones.
