Abstract :
This paper describes a comprehensive approach that is being taken at one utility in California to provide improved service reliability. In addition to considering the actual system performance for service reliability, customer perception of quality of service and public opinion regarding outage frequency and response have become important factors as well. Finally, safety and business risks are being addressed to come up with the best business solution to meet customer and public expectations
