Abstract :
This paper reviews existing Fixed Mobile Convergence requirements and identifies the key criteria to be satisfied when deciding to provide session management and continuity for such services. It describes a decision-making process and framework, proposing how to assess the type, if any, of session continuity to be employed, and at which layer(s) of the Open Systems Interconnect (OSI) 7 layer model mobility actions would be best employed. Some data measurements are presented from research and development work and a review of the approach undertaken. The concept of a Mobility Management Layer, along with its aims, objectives and further analysis required, is introduced for consideration by industry experts along with examples on how it can be used for design and operation of mobility management schemes.
