Abstract :
Rapid response is the core function of the highway emergency assistance system and the corresponding reasonable dispatching of rescue resource can shorten the response time. This paper deals with the problem of dispatching emergency vehicles on the highway. Optimization model is formulated by regarding the generalized response time as decision-making object. The parameters of model include travel time, weight coefficient , potential delay in response time and critertion for reassigning vehicle. In order to validate the optimization model, three dispatching strategies are contrasted under predigested conditions. The results show that the model serve dispatching improves the emergency response of highway and confirms the effectiveness of the proposed model. With few emergencies occurring in a row, the incident type and the criterion for reassigning vehicle of the model parameters have a greater impact on the effect of MS dispatching than the potential delay in response time and the penalty for delay.
