Abstract
In this paper, we present a novel handoff selection algorithm based on hierarchy analysis and fuzzy evaluation, which is applied to solve the access network selection problem in the heterogeneous wireless network. Hierarchy analysis can effectively estimate the weights of evaluation factors. The evaluation matrix is built by analyzing the fuzzy evaluation model, in which RSS is introduced as a dynamic parameter. Finally, the optimum network is selected according to the comprehensive score obtained from the weights and the evaluation matrix. In order to avoid the unnecessary handoff selections, we present a method combining a hysteresis value based on the obtained score and a counter. The simulation results indicate the algorithm can make a more accurate choice according to the networks´ present status and user´s preference.
