Abstract :
In recent years, with the development of higher education and the reform of quality management in China, the trend of the quality management system is increasingly obvious that the traditional quality monitoring system should be gradually transformed towards the generalized quality management. That is to say, the government departments should hand over the power of quality monitoring to social intermediary organizations and regulate the service direction, resource allocation and personnel training by means of market mechanism, on the basis of which, different universities should establish corresponding quality objectives in accordance with respective characteristics.
