Abstract
Emergency management is a process by which all individuals, groups, and communities manage hazards in an effort to avoid or ameliorate the impact of disasters resulting from the hazards. Emergency response workflow is dynamic because there are lots of uncertainties with the course of hazard development and rescue effort. Existing dynamic workflow modeling technologies are not sufficient to describe the complex emergency response processes which are context aware and data-driven. In this paper, we propose an intelligent agent based approach to supporting the emergency response process management. The approach integrates BDI agents with WIFA workflow model, which was developed in our previous work, to a powerful tool for truly dynamic workflow modeling and execution.
