Abstract :
It is difficult to select a feasible rescue plan from many plans when an emergency disaster is suddenly occurred. The main reason is that there is no well decision-making means to support. Considering the characteristics of the emergency disasters, an evaluation method on the operational effectiveness of the emergency plans is put forth. And the simulation of the emergency disaster process is adopted to collect the information about the disaster situation. Then some proper utility functions are built up to evaluate the operational effectiveness of the emergency plans. As an example, a scenario of a strong earthquake disaster is built, by means of the evaluation method, and the best alternative is finally gotten. The evaluation results show that the evaluation method is feasible and meaningful.
