Abstract :
By examining the impacts of the transformation generated by the ¿information society¿ on our country within the globalization process, it is argued that the ¿new economy¿ fact and the ¿information society¿ have created an ¿e-transformation¿ in strategic aspects. Knowledge, learning and innovation factors have been seen in the studies of economic growth and development by the middle of 1990 s. Today, knowledge - in the pespective of increasing production, use and spread - which is becoming a production factor due to the rapid improvements in technology and informatics is causing the world economic system witness a formation process based on information. Global economy, which increased its effect especially after the last quarter of the twentieth century, has absorbed all at the world into a new economic formation.
