Abstract :
Business circular fluctuation, as the inherence of economic development, inevitably exerts its impact on manipulation of R&D and transfer. It is held herein that there is a sensitive interaction and co-movement between the cycle of R&D and business cycle. And business cycle is a determinant to tech-life cycle, which is a determinant to tech-transfer.
