Abstract
The aim of this paper is to explore the key factors affecting ship to shore safety reporting. The data were collected from two major shipping companies in China. The result indicates the safety reporting is affected by organisational, cultural, individual and occupational factors. It is suggested that these factors should be well concerned by the industry for the re-shaping and re-orientation of ship-shore communication system.
