Abstract :
With the scientific-technological progress and economic development, the human resource development of the Chinese government departments is faced with more and more challenges. Therefore, the major issue faced with the Chinese government is to create a high-quality talent team which is capable of adapting to new situation. Adopting Nanning city of Guangxi province as the case study and focusing on the problems existing in current civil servant training such as inadequate investigation of training needs, lack of training motivation and difficulty in assessing the training effect and etc, this paper analyzes the causes of the problems and proposes corresponding solution, which is to improve training performance through training marketization. Meanwhile, in order to promote and guarantee the marketization process of civil servant training, the government needs to Implement the Marketization of Training and Government Guarantee Mechanism and Establish evaluation and certification System of Civil Servant Training, thus comprehensively improving the civil servants´ capability of coping with the challenges of the new times.
