Abstract
This paper focuses on making the industrial clustering value-added in the view of human resource management. We are aware that the four types of core talents (entrepreneur talent, managing talent, technology talent, information talent) of enterprise are critical for strengthening enterprise core competitiveness and the knowledge spillover. By adopting the model of strategic HRP for the industry cluster´s value increasing, the main effective ways that how the strategic HRP enhance industrial cluster´s value through the core talents are clearly analyzed. Moreover, this paper also analyzes the major challenges that Chinese industrial cluster currently facing in the process of Strategic HRP. And the macro and micro policies were proposed for regional government and firms to take in the end.
