Abstract
The application of a competency model in China´s tourism enterprises is still growing. The ability of tourism professionals is the key which can enhance the core competitiveness of enterprises. A competency-based model for human resource development (HRD) proves to be a useful tool to help tourism enterprises to gain competitive advantages. The model is composed of three aspects: professional accomplishments, professional ethics, and value orientations. The model will provide the directors, practitioners of HRD and their employees, with a unified criterion for their practical work and human resource management.
