A Theoretical Framework for the Identifying, Assessment and Development of Competency of Border Officers

Border officers are a special group within the board range of army officers. They are responsible for the organization and implementation of the development of border armies. Therefore the competency of these officers will directly affect the successfulness of these developments. Through a review of relevant literatures this paper first gives an overview on the state of competency research. This paper then presents a method on how a competency model for border officers can be constructed. Future research in this area can utilize the framework in their construction of competency models.
