Abstract :
The author describes a data/knowledge-base system that uses and manages libraries of information (e.g. standard request-for-proposal paragraphs, accumulated technical/acquisition expertise, government regulations, proposal evaluation criteria, status/management information, etc.). In both the preparation of the document to be published and the evaluation of documents received, these libraries and the automated processes associated with them can assist in standardization, control, quantification, comparison, and security. The addition of a library of qualitative rules allows preparers to evaluate the success potential of their documents based on experience and assumptions. Although this system uses currently available technology, its approach to the problem provides a comprehensive solution that is otherwise unavailable
