Abstract
The author discusses the use of IMPACTS (Integrated Manpower, Personnel, And Comprehensive Training & Safety), the new US Air Force acquisition approach that implements congressional law and US Department of Defense (DoD) manpower, personnel, training, and safety (MPTS) policy. Until now, the Air Force had no formal program that fully integrated these human-centered elements directly into the weapons system acquisition process (WSAP). The author focuses on the conceptual underpinnings of MPTS in system design, congressional and DoD MPTS direction, and the specific management structure of IMPACTS. He examines the effects that this new Air Force acquisition program may have on government acquisition and contractor engineering procedures and documentation
