Abstract
Aiming at the complexity of emergency decision-making, this paper proposes a local group decision-making model based on variable precision rough set.Gathering the experts´ evaluations in the multi-decision tables,we measure the acceptability of the contingency plans and present a solution to get the expert weights, then classify emergency plans based on variable precision rough set to get local preferences and group classification results,which is assembled to obtain consensus ranking of contingency plans based on expert weights. Finally, a case study on the flood emergency decision-making is conducted to illustrate the feasibility and effectiveness of the model.
