Abstract :
After a research on railway project cases, we find that in some China companies, project cost control is such weak, even though the railway project has a huge number of investments with a short construction period. So to solve this problem, this paper constructs WBS standard templates and dictionaries of Four-Electrical (Communication, Electricity, Electrification, Signal) railway projects, based on the methods of project cost management and Work Breakdown Structure (WBS) technique, and utilizes project software to establish four-electrical standard resource databases for estimating the subsequent cost; and then, combines the particular construction plans with standardization templates to describe the basic standard curve of project cost. At last, we make a conclusion that standard templates and resource database are not only good for project managers to achieve a more accurate cost estimate, but also more effectively avoid the risk of bid and provide more completed basic data for cost control in the latter of construction project management, by contrasting and analyzing the data results.
