  • Abstract
    The evolving systems approach has developed several methods which can assist in underpinning good investment decisions. However the cost of undertaking such approaches is such that they may only be sensibly introduced if major investment decisions are involved. It is normal therefore to employ an hurdle approach such that the amount of resource allocated to investment planning is adjusted progressively as the scale, benefits and risks implied are revealed. Such an approach is familiar to systems engineers who create a systems engineering management plan and exercise technical control within a project context
