Abstract :
The risk evaluation of PPP project is researched by matter-element theory. Considering each risk factor of PPP project, the risk evaluation index system of PPP project is established. Based on the definition of evaluation grade, it determines the evaluation district matter-element matrix, traditional matter-element matrix, computes the weight of evaluation index and synthesized relating subordinateness. Finally, the risk factor degree of PPP project is obtained and an example accounting for the application of the model is provided. It is concluded that this method has conceptual clarity and simple calculation, it can assess the degree of risk factors and be able to provide with higher precision.
