Abstract :
In Taiwan, about half of fishing vessels are now required to install voyage data recorders (VDRs). To prevent VDRs from being re-installed on a vehicle or another vessel, the voyage data should be analyzed for fisheries regulations. This paper explores the design and implementation of a system to manage the voyage data of vessels to detect suspected behavior of vessels. We show how to detect suspected vessels efficiently so that fisheries officers can regulate the monitored behavior. The evaluation results by using simulated voyage and actual voyage data show that our proposed system can efficiently detect most illegal behavior of fishing ships/rafts that are concerned.
