Abstract
The purpose of this paper is to study optimal resource allocation and capacity as a function of user-specific delay-cost in a dynamic multimedia network, where different users may have different time-varying data rates. In a framework with user-specific delay-costs the average performance of a packet-switched network is better than that of a circuit-switched network
