Abstract :
Through the traffic congestion detecting and analyzing, this paper puts forward the framework and primary functions of the traffic congestion information promulgating system (TCIPS) based on geographic information systems (GIS) and develops the system by using VB6.0 and MapX5.0. TCIPS can intuitively and visualization provides real-time traffic congestion information for traffic managers and users, e.g. the queue lengths at intersections. And this paper provides technical guidelines for applying the dynamic segmentation technology, which can make the dynamical display of traffic congestion roadway more convenient, and supply the effective implement for the analysis and inquiry. Finally, a prototype platform of TCIPS is introduced according to the actual traffic situation in Changchun city.
